1980年10月29日，德克萨斯州沃斯堡，通用动力公司的F-16/79由詹姆斯·A·麦金尼（James A. McKinney）驾驶首飞航空画，1977年，当时的美国总统卡特宣布美国将不再出口与本国装备性能相当的飞机，为此通用动力公司研制了用于出口的F-16/79，与诺斯罗普的F-20"虎鲨"争夺这一市场。F-16/79用F-4时代的J79涡喷发动机换下了标准的F100涡扇发动机，尽管价钱便宜又符合出口标准，但F-16/79还是无人问津。1980年，卡特总统推翻了自己以前作出的决定，允许标准型F-16出口，F-16/79计划由此偃旗息鼓。
